Yes im putting the words in and i go to click agree but it never loads

Before I recovered my original account, I tried to register a new one. It's like the submit button won't work. You enter all the info and hit the final button and nothing ever happens. Its weird. Is there some sort of permission that a moderator has to adjust to allow new sign ups?
