I was curious about FA and teams over the cap. I know a team over the soft cap can re-sign players, picks, etc. What I'm unclear on is if a team can compete during FA for their old players. For example, the Raptors are about 11 mil over the soft cap. Can they make an offer to MJ or Bison Dele during FA since they were on the roster last season or is the extra room between the soft and hard cap just for "re-signing" players? Or am I talking about the same thing? Thanks for the info in advance.

you're talking about the same thing. yes, if you're over the soft cap you can make any bid on any players you have at least 3 bird years for, cause you're offering for them to re-sign with your team

Yeah Clipps is right, the players are just testing the market, you still have the bird years. Thats why the majority of Free Agents still re-sign with their former team. They don't have to have cap room under the soft cap, just the hard cap.

and don't forget, if you do NOT have 3 bird years on a guy you had on your team, you can still offer a contract starting at 120% from last years salary.
That's an underestimated fact, since it allows you to grab good guys in FA with big one year deals and still resign them even tho you do not have any (soft) salary cap space left the following FA period.
Interesting sidefact: I love that such an insightful and educational post is my 1000th contribution to this board lifting me to the elite "Hall of Famer" status. Just fittingly ... ;D

you will have to make offers, for example...
Michael Jordan 3 years 12 mil with 10% increase
Kevin Willis 1 year 8 mil
