How is win rating figured out?
I'm 5th in total wins ever.
6th in Playoff wins ever.
and my win rating is lower than half the leagues.
Not to mention, besides last year the three years prior, I was in the conference championship and one finals.
So how is it figured out.

I don't think it's affected by all time stats as Bucks is like 10th or 11th in win rating, probably more to do with last few years but don't know exact formula.

it is weighted on the current season when it comes to draft time and FA signings

the only point of the season a win rating counts is at the start of free agency.
and you won't find out about the final win rating before the season ends, even for the non-playoff teams. so first, don't complain just yet, and second, it's never the bare number that's interesting but the relation to the other teams win ratings.
And you're doing fine there, as the Spurs found out ...
