Since its not posted as clear as it should be hear are the rules.
1. A team has until the Draft to get under the hard cap. If they are unable to get under the cap before the draft then they face the following penalties.
Loss of two first round picks - These picks will be random and will be taken from their future picks. If they don't have future picks then they will lose their next avail pick. No MLE, LLE or any other fa signing. They are unable to sign any fas until after both days of fa. Essentially they will only get to fill oiut their roster with min fas AFTER everyone else has filled their roster out.
Unable to sign any current draft picks, because they can make no move to put themselves over the hard cap further, any picks in the upcoming draft are automically forfeited and do not count to the two firsts that they lose.
Not able to add salary via trade - Any team over the hard cap will only be able to make deals that would reduce their salary. They are also stuck with a 12 man roster ( the minimum requirement.)
I think that covers everything, if you have a quesiton let me know. Thats how its always been handled and those who have went over (only once I think), have suffered those consequences.

These were the rules, and we are going to follow them. The Spurs and the Sonics are both over the cap after the draft, so any picks from last night were forfeitted, and they will also be forfeitting the next two first rounders they have. So the Sonics will be giving up their 2000 and 2001 first round picks, while the Spurs will be giving up their 1999 and 2000 first round picks. Sorry guys.

But I was just thinking that we put it to a league vote and allow me to trade those picks to someone just as long as they don't go to waste. Think of the players involved and their families...

speaking of hard cap rules, if I'm a republican I don't run for a while. Bush is worse than Jimmy Carter. I would've voted for John scott for President over any dem back then because he sucked so bad. But George is the worst.
